This research investigates the direct impacts of traffic congestion on total Vehicle Operating Costs (VOCs) and commuter travel time across Indian transport corridors. By measuring continuous fuel consumption variations during acceleration-deceleration cycles, the study derives updated delay penalty functions and operational cost factors for highway feasibility appraisals and road user cost assessments.
