This paper presents the development of empirical congestion cost equations specifically calibrated for multi-lane divided highways in India. Utilizing real-time vehicle performance metrics and travel-time delay surveys, the authors formulate speed-flow relationships and cost functions that capture the incremental economic penalties imposed by traffic congestion on heterogeneous traffic mixes.
