This study presents a comprehensive economic analysis of road transport costs across primary arterial networks in Indonesia. The report examines component vehicle operating costs (VOC)—including fuel consumption, tire wear, vehicle maintenance, and depreciation—under varying road surface conditions (IRI) and topography. The findings establish baseline unit cost relationships and calibration parameters for network-level planning and highway appraisal models.
